The China-Belarus Agreement on Trade in Services and Investment has officially entered into force.

The Agreement on Trade in Services and Investment between the Government of the People's Republic of China and the Government of the Republic of Belarus (hereinafter referred to as "the Agreement") was signed on 22 August 2024. Both sides have completed their respective domestic ratification procedures. The Agreement will officially enter into force on 1 January 2026.

Under the Agreement, China and Belarus have achieved a high level of reciprocal openness in areas such as trade in services and investment. In terms of trade in services, both sides have made opening commitments using a positive‑list approach, and have specifically formulated facilitation rules for seven important service sectors: telecommunications, transport and logistics, finance, postal and courier services, health, tourism and travel, and computer services. With regard to investment, both sides have made high‑level opening commitments for non‑service‑sector investment under a "pre‑establishment national treatment plus negative‑list" model, and have incorporated comprehensive and high‑standard investment protection rules. In addition, the Agreement includes rules on the temporary movement of natural persons, e‑commerce, intellectual property, competition, micro, small and medium‑sized enterprises (MSMEs), and dispute settlement.

The Agreement is the first free trade agreement concluded between China and a member state of the Eurasian Economic Union (EAEU). It will further stimulate the potential for bilateral trade and investment cooperation between China and Belarus, and better benefit the enterprises and people of both countries.
